    Estas sentencias se basan en la forma de hacer, no en el contenido, que también fue recurrido. Considero que la Administración debería tener en cuenta ese contenido que es lo que a todos nos afecta.

Efectivamente, el contenido funcional de los puestos de trabajo está definido por distintos factores: la descripción funcional básica de un puesto tipo que nace de la agrupación de puestos de trabajo de características similares, las funciones propias de los cuerpos y escalas de pertenencia, las competencias atribuidas a los órganos y unidades administrativas de las que dependen.
