    En relación con la observación de que la superación de exámenes debe primar sobre la experiencia, hay que poner de manifiesto que el artículo 43 de la Ley 7/2005, de 24 de mayo, de la Función Pública de Castilla y León, otorga un valor predominante a la superación de ejercicios eliminatorios en procesos selectivos derivados de la Oferta Pública de Empleo de la Administración de la Comunidad de Castilla y León. El Decreto objeto de tramitación se hace eco de esta exigencia.

    En cuanto a que se discrepa sobre que es necesario establecer un nuevo sistema de selección de personal temporal para evitar el agotamiento de las bolsas, interesa señalar que esta circunstancia ya ha tenido lugar de facto en diversas ocasiones. De ahí la necesidad de promover un nuevo sistema de selección de personal temporal.

    No puedo estar más de acuerdo. Que después de años sin convocatorias precisamente ahora hagan esta reforma sólo perjudica a parados que han apostado por seguir en su tierra y opositar y a jóvenes que han creído que opositar era una buena opción gastando tiempo y dinero.

    La transparencia en la gestión de las bolsas se garantiza con la publicación de los listados provisionales y definitivos de sus integrantes y candidatos.

    Se acoge la alegación de no posicionar al final de la lista a quienes reingresen a la bolsa tras un contrato superior a seis meses. Resulta oportuno que la reincorporación a ésta se produzca en el orden establecido por el listado de candidatos vigente.

    Quien desempeñe un puesto de trabajo a tiempo completo o un contrato de relevo ha de figurar en la situación de no disponible en la bolsa desde la que haya sido llamado hasta su finalización. No obstante, podrá ser llamado desde la misma bolsa si mantiene una relación laboral con jornada inferior a la ordinaria, transcurrido un tiempo desde la formalización del contrato. También podrá ser llamado desde otras bolsas, siempre y cuando hubieren transcurrido más de tres meses de su llamamiento desde el listado de candidatos vigente o en cualquier momento si se le hubiese llamado desde un listado de candidatos anterior.
